Am i paying too much rent for my flat?

Okay so i pay 450 a month, for a two bed furnshd flat outside glasgow city centre, the problem is, it hasnt been decorated in years ( floral border) yellow blinds and balcony is smoke stained, from preivious tennants, landlord says its decorated to a high standard :S, the furniture is old and tacky, the tv is so old it doesnt work with the dig switch over! I love where the flat is, the decore is the problem! Do i have any rights?
