Do the GOP freaks not realize that Bush's 8 years in office brought forward Chinas rise to the top by 25 years?

I don't know about the GOP freaks but all I see is Pres. Obama doubling down on Bush's economic policies, while cutting the military budget by 10%. I hardly think this could be considered as a reversal of American decline, brought about by the Bush Admin.
